#1037 4 1/2c Hermitage Usage

I came across an interesting philatelic item over the weekend. While helping clean up and discard a late family member's belongings, I came across a small box with US #1037, the 4-1/2c Hermitage stamp, franked on it next to the mailing address. The box contained a raccoon caller! You don't see that every day! Heck, I've never seen this stamp on cover. I'll try to post a photo of it later. Is this an unusually usage of this stamp, or was it meant for tiny parcels like this?

You are correct, the stamp was for small merchandise. The 4 1/2c rate was for third class mail weighing over 2 but less than 4 ounces.

While on something perhaps small enough to fit unfolded in an album, I doubt many were saved on intact boxes/packages.
