When was the last time you saw something valued out to the hundred millionth of a cent?

Basically, if you bought 100 of these stamps, you'd owe the I.R.S. one shiny dime, more or less.

It probably cost more to print the stamp than the amount of revenue it generated.

Since they all cost the same regardless of face value, it was cost effective overall.
