If your Scott catalogue is a U.S. Specialized Catalogue, look in the front for the "IDENTIFIER OF DEFINITIVE ISSUES" section. This contains a list of all the catalogue numbers associated with specific stamp designs ... including those confusing 1-cent Washingtons.
Ireland, with many older US stamps the design itself is not enough to determine Scott number (this is especially true with what are called the Washington-Franklin heads). You sometimes need to know what kind of paper the stamp is printed on, whether it is embossed ("grilled") or not, what kind of embossing it is, what the perforation gauge is, whether or not there is a watermark, what kind of watermark it is, what subtle color distinctions there are, etc.
