Life magazine cover 1954.
I am assuming the stamps on the cover, are not all rarities.

It is nonsensical.
The most expensive stamp is the British Guiana 1c magenta.
There is no one penny black stamp worth $5 million.

From the article on the Penny Black

"The Penny Black was scheduled to be issued on May 6. However, in some cities, a number of the copies were issued on May 2. Only two pieces of the early issue can be found now and these are regarded as real treasures. A few years ago, a rich businessman bought a copy from a US auction house at the price of US$5 million."

The $5 million anecdote appears only in various tabloid articles and appears to be an error that has propagated across the media and into this Chinese story without verification by writers seeking sensational headlines. Even the VR Officials and mint multiples do not reach the million dollar level. It could be based upon misinterpretation of a story about a 2015 rare coin auction in which a wealthy buyer spent just under $5 million for a rare penny (coin) and a quarter, e.g., http://www.latimes.com/local/lanow/...1-story.html

This story leaves out other valuable items such as the Brazilian Bullseye se tenant pair. The British Guiana is listed, but the story was written long before this last sale, so it is only listed for $850,000.
As for the penny black, they might be talking about a cover used on May 1, 1840 although even that seems unlikely.

I think the census of rare US and worldwide stamps on the Robert A. Siegel Auction Galleries web site makes more sense than this survey.

I think Xu Lin is not philatelist, if he is, then he is only rookie.

I can agree only with Perot, Canada 12p, BG 1c, Mauritius Post Office of course, maybe Treskilling Yellow.

Of Chinese philately there are another treasures.
