I've already gone to the list of scribbled signatures on filatelia.fi and didn't find it.

I've seen this signature before so I have the feeling this is by a worldwide expertizer, not a Brazil specialist.

That is the expertizing signature of Herbert Bloch. He was the last owner of the Mercury Stamp Co. in NYC and ran the Friedle (spelling ?) Expert Committee for years until he semi-retired and became Chairman of The Philatelic Foundation's Expert Committee.
