1857 Franklin - 18 Or 23? This One Has Me Stumped

Having a hard time with this one since its cut so close on the top and bottom so thought I would throw it out there to the community to see if you can offer some help :)

My best guess was 18 or 23 but I could be way off. Any guidance would be much appreciated.

It's neither. Scott #22 from Plate 11.

shannon, you could have eliminated 23 right away, since the heavy dot in the left side of the medallion oval only occurs on Plate 11 and Plate 12 stamps, whereas #23 only comes from Plate 1 Late.
