possibly commercially franked?

The standard resource is Cole's "Cancellations and Killers of the Banknote Era, 1870-1894", which is actually available for download for free in the electronic library of the United States Philatelic Classics Society website, along with many of their other publications.

Lots of these markings were commercially available rubber handstamps, and as such were used at multiple post offices. Thsi particular variety (with what appear to be crosses above and below mail) is listed as type US-148 and is reported by Cole as being used at Richfield, St. George, and Elcho, all in Wisconsin. It may well have been used elsewhere too.

Or, simply use the online tools to lookup of all of Coles cancels, plus many more on Stamp Smarter.

How is a new cancel added to the database?
The is an EKU if this Townmark and the cancel, which is later is a solid, filled in star.
It looks different than other open circlced stars, with the points touching the outer circle.
