A friend of mine found this cover in the bottom of a box from something he got years ago. The cancellation is incredibly sharp, which leaves me to believe that something is amiss. Any comments about this one? (I guess it could be 1969 ...). Please excuse the quality .. picture from my phone.

Scotzm .. any idea of value? I'd like to tell my friend what it could be worth. Also, it looks like Kensington Museum, SL (South London?). I'm not at all familiar with the area. Do you have any insight on this? Thanks.

I suspect most of the value would be in the signature at the bottom left. Research might throw up someone worthy
Many politicians and people of influence had a variety of posts in these type of departments. I cannot de-cypher this one but better eyes might see it. A good signature might be worth from £40 upwards.
