Revenuecollector - I looked through mine and out of 12 copies:
Two are the same as the first one shown above.
Only one has a steady top frame line of equal thickness at both sides of the top, all the way across.
The other 9 all have a slightly thicker section at the top right but it's not a pronounced double line.
I may be able to check a number of others from another collection later this week. I can also swing by the Postal Museum in DC. It's only a short walk at lunch time and I go over there once every week or two anyways.

https://arago.si.edu/record_73164_img_1.html National Banknote Plate#2 printed 14 x 15. If you have not used this site before, click on the item and you can pan and zoom in. I have not looked completely through it yet but I do see some with a slightly heavier line at the top right.
Maybe I'll have a closer look after church this morning.
