There is no easy way to respond on both questions- there are several printings of this stamp on chalkly and on ordinary paper. The basic SG number is 140 however the 2 types are somewhat different in scarcity. Hard to tell for sure, but some of the margins on your stamp may have some "rust," though this could be artifact from the color of the stamp.
