Is this considered a mis perf..?
Funny the bottom is 9.8 and not 10.

Yes Wert, it is slightly mis perforated. And 9.8 is a common perforation size for US stamps - for instance a whole lot of U.S. coil stamps are perforated 9.8 but Scott calls them 10.

U.S. Scott 583 perforated Kiusalas 10-80 = 1/0.08/1.27 = 9.84
