Seal: Remember The Blind

Dear Stamp Community Family

Here I'm showing some kind of a seal. Publisher was the Centralverein St. Gallen (Central Association; St. Gallen is a town and a canton in the eastern part of Switzerland). The inscription reads: Remember the blind.

Unfortunately I can't find anything about this Centralverein on the internet. It could be a religious association or a student association or something else. Perhaps it is also one of the predecessors of the Swiss National Association for the Blind.
The cancellation on the seal is not legible to me. Does anyone know when it was issued?
