I have two samples of the AP booklet version. There are two tagging versions - overall tagging and the solid (phosphored paper).

4641-4644 F(45˘) Four Freedoms Flags (AP) bklt, colored dots in stars, overall tagging

4641a-4644a F(45˘) Four Freedoms Flags (AP) bklt, colored dots in stars, solid tagging

The set of the left has an untagged stripe so this has to be the overall tagging. It has a grainy dull appearance.

The second sample is has a greener tone under SW but it has a grainy like appearance.

Under LW. they appear identical.

Anyone have identified the solid appearance sample?

The plate number P1111 also identifies the block on the left as 4641-4644. The solid tagged booklet has plate # P2222. The flags in the block on the right do not appear to be obscured by tagging and hence are probably solid tagged.

Yes, you can find the plate numbers (P1111 for 4644c, P2222 for 4644e) in Durland. You can also find it in the booklets section of the Scott US Specialized. Note that 4644c is the booklet pane for 4641-4644 while 4644e is the pane for 4641a-4644a.
Added: Your observation that the untagged strip marks the block as overall tagged is a good one. The label on the P1111 booklet is also untagged. The solid tagged booklet, since it uses prephosphored paper, will not have any untagged areas!

I am back at home and yes it is all in Scott's. I missed reading it. Scott's observation of dull yellow green and bright yellow green match my image.

careful - sometimes they use prephos paper, but then put a layer over the label on the 8 stamp side that blocks the tagging

Do you know an example issue so I can check it?

Off the top of my head I think the 33c Tropical Flowers was one, but I don't have access to my stamps.

I checked my tropical flowers booklet. While it does have overall tagging and the label is mostly untagged, said label does have numerous spots of tagging. So, for my particular booklet, there was no danger in mistakenly assuming overall tagging due to the label being untagged. But the label being slightly tagged does not negate eyeonwall's warning for other booklets.
