I believe that JFK is the most commonly honored US president by foreign nations on stamps, followed by Lincoln & FDR. This is not fact, but I'll bet I'm close.

Isle of Pabay (bogus)
This "stamp" illustrates several points.
It is difficult to scan gold foil.
Why one should employ stamp tongs. Those fingerprints you may leave on paper stamps without knowing it.

On the 29th of May, 1917, JFK was born. The German stamp appeared in the first posting, but not the one from Berlin, where he spoke his famous words. The portrait is one of the best of JFK. A set of three stamps from Cyprus, 1965, cite the senator of 1956 calling for self-determination for the island. (It is still today not completely self-determined.)

The Middle East States, pre-unification as the U.A.E., "issued" many thematic stamps, called Sand Dunes' issues, so it is not surprising that JFK features as a topic.
