Philippines Overprint Precancel?

I have a Philippines overprint postage due stamp (picture attached). It has full gum (other than hinge mark), but a thin black line across the front. It doesn't seem like a regular cancel, but looks a bit like a silent precancel on some of the older postage dues. Is this possible - and if that isn't what this is any ideas? Wasn't sure if I should post this in back of book or here in precancels.

Staff: This should have been left under precancels. See the United States Specialist Jan. 2016 page 11 through 28.
Michael, you are correct. These sheets of postage dues were precancelled by means of a ruling pen and a straight edge.

FYI, I typically do not take action unless someone has requested it. Obviously this fits in both BOB and precancel, flip a coin?
