I get those occasionally as well and my response is always "I'm sorry but I can't do that". A buyer can agree to anything in email/messages beforehand, but it's nonbinding. As soon as the merchandise doesn't show or is damaged, just watch how fast they file that dispute!

Insurance is for the seller, not the buyer. The buyer is always protected, frequently doubly so (credit card funded PayPal payment = chargeback option even if PayPal protection fails).
