I've seen very similar, nicely engraved charity labels on ebay with English inscriptions. If I remember correctly, they were sponsored by Czechoslovakian-Americans, and appeared to be soliciting aid for WWII exiles and refugees.
I think it is something from the Czech- American Association located West of Chicago in the town of Berwyn in the 1940's but now located in Oakbrook Ill. . Its a fund raising label ,your not seeing the one cent in the corners and the shield showing "America". KUHLI is correct with the cross of Lorraine plus the three hill tops under the cross makes it Slovakia .
Slovakia was part of Hungary and Austria-Hungary before Czechoslavakia was created in 1919. It briefly existed as republic during WWII before it once again was part of Czechoslavakia until the end of 1992. The cent has never been a monatery unit before the country adopted the Euro.
