A simple early stamp, but I am wondering about the pen notation. I read it as Burma, 4. Any idea what this indicates? (There is a circular cancellation in the lower left.)

I could see "Burns" or "Burn_______" something. I'm not seeing Burma. I think this is a revenue usage.
