Scott 441 Flat Plate Coil Paste-Up?

441 is not a valuable stamp and it generally looks legit. (Bottom edge is rough, but width is ok.) There is a funny bit on the back which is attached very very flat to the back. I'm guessing paste-up but I haven't come across a paste-up before. Agree?

This is one of the most interesting, more affordable and one of the last Hoe flat plate coils with paste ups before they were replaced with Stickney rotary press coils. The perforations for these Hoe flat plate printed gauge 10 (Kiusalas 79) coils are slightly different than the Stickney rotary press printed gauge 10 (Kiusalas 80) coils.

Is this one a 441 or 448. Flat plate or Rotary?
It seems to measure 19mm x 22.65mm.
Interesting paste-up end?

The difference in height of the design between flat and rotary is just a half millimeter or so. 22.65mm indicates it's rotary. 448

The flat plates have offset on the back while the rotary press do not. It appears that the paper is from a coil tab leader/trailer strip.

It came with this 721 and 723.
It is odd that the strip is not the same perf.

The blank tab strips have flat plate perforations like perf. 11 since they are made separately.
