Each is signed Brun, a well-known expert. Compare the upright part of the "5", the shading of the bottom curve of the "5" and of course the shape of the "R".

Unfortunately, close examination of the 5c on 10c here seems to show the overprint was drawn in outline and filled in. The genuine have printed surcharges. Sorry.
An 1895 cancel doesn't make sense for this. No chance to drag out a 10 year old stamp from an issue that was probably sold out by the time the diagonal overprints were made in 1891. This could be a French cancel, meaning probably not legitimate usage unless maybe from a port city. It's still unclear whether it is over or under the overprint, but the surcharge is all wrong regardless
