After a refreshing beverage or three and some serious squinting, I read this cancel as "#35 R. S. S. & Co."

Does anyone have a different interpretation of these smudges?

I think the first part might be a "#36..." Doesn't appear to be enough of a top for a "5".

I called it 35 mostly because that particular registration number is already known.

I haven't seen a 36, but that doesn't mean you're wrong or anything.
