Can seem tricky, but simplicity from the Page / Album designers, Mr. Steiner et al.
1. The Album pages follow loosely the Scott Catalogue regime.
2. "Back of Book" (Semi Postals -Postage dues, officials etc) are placed at the rear of the "Album Bracket"
Let's say we take Brazil Album 1 by Steiner, (Eg: from postal inception to 1940 inc.) Then The stamp pages are numbered 1-- 50 or whatever.
Pages 1 to 42 will be postage, 42-48- semi postal, 49-50 Postage dues ..and so on. (Steiner Album Bracket 1)
Now then I collect up to 2018, so Pages from 1941-1960 again start at 1 and carry on to say 70. (Steiner Album Bracket 2)

If you were to open one of my albums,
I would have postage Pages 1940 1-42, pages 1940-1960 carry on 1-70
My Back of book may read "Air Post" pages 41,42,43, (1840-1940) 65,66,(1941-1960) 45-56 (1961-1980) etc etc.
If you placed my album page numbers in a spreadsheet, they would align in order perfectly.
