With 7,300+ feedback and over 1,800 stamps currently for sale, you'd kinda figure that the seller should know better by now.

While I cannot speak for the integrity of this seller, or the lack thereof, the idea behind starting items with a low opening is to entice more bidders to place a bid. When I'm selling on ebay, I usually start the lots at .99 just to get things started and then let the market set the price.

True confession time. I am the one who wrote to the seller and referred him to a reference on these philatelic forgeries. Yes, he has delisted the two items. We educate the public slowly, but surely.
