Yes, I think there are different sizes of rotary stamps, as I also made my own measurements here:

After all I didn't have time and stamps to make my own research about this, but I will some time in the future. so to answer your question: yes, it can be that the rotary stamp is very high and more that others.
but as a general hint I would not measure in mm but compare to other stamps.
