Was the postage due stamp actually used here or later applied? Also the RPO cancel is it a common one? I couldn't find a cover with the same cancel.

Postage due stamp appears to be tied by a smudge, but there are no postage due markings on the cover.

Large envelope probably filled with advertising. Most likely sent as a double weight 3rd class cover, so the double deficiency would be three cents. No reason not to think it genuine. Almost certainly a J82 by 1939.

This is nothing more than a double weight first class letter. The bulky contents clearly create the wrinkles seen at the right end. It might say "due 3" under the stamp if backlighted.

Overthinking and incorrect. Mail paid with at least 1 full rate is charged at only the due amount in this time period. See 1932 Postal Laws and Regulations volume section 763.2

RPO of Wash & Jack ND = Washington, DC and Jacksonville, FL, Northern Division (ND being the Washington, DC to Florence, SC portion of the route)

Can you tell me what train # this is? the Wash looks like Sash and Jack ND looks like Jack IL.

Without a better hi-resolution scan of the postmark detail, it will be hard to get any additional meaningful feedback.

John is correct with his assessment of the RPO ID. Nothing special in the RPO postmark and it is fairly common.
