Usually the problem is that the USPS has requested a rate increase and knows that they will get some increase but they do not know how much it is going to be. The approval process is lengthy and sometimes the USPS does not get the full requested raise. They need to print stamps in anticipation of need but don't know what price to use. Thus they use a non-denominated issue. At the time the issue is current there is less confusion as the USPS workers know the correct prices and inform the customers when questions come up.
Note that your first stamp, the BULK RATE stamp, can not be used without a special permit for the use of precanceled stamps as first class postage. Such a permit can be obtained from USPS at no charge, although the path to do so can be frought with difficulty. Many postal workers are unaware of the "free permit". When I asked my local PO for one, they wanted to charge me $500. While I knew I was correct and they were wrong, I decided it wasn't worth fighting for the right to use a handful of small denomination stamps as first class postage. At the time, I already had enough postage to last me for several years. And now, several years later, I still do!
