What kind of a stamp is this? Is it a stamp? It appears to have a postmark, but I haven't seen anything like this. And where is it from?

It is not a postage stamp...it didn't pay postage. It is a fee stamp that was required on mail in postwar West Germany in the late 1940's and early '50s.
