Hello Rodney,
This is a difficult one ! have you tried to match it up with any dies in my Ceylon catalogue?
I have looked at it from a different angle in that it is a very poor punch of the die.
Poor punches are very common on C20 "CB" also the date of the stamp issue would fit.
and it looks to be a 10 hole letter "C"
Both C20 & C21 are practically identical except for the stops (in your stamp there could well be a stop after the letter "B" ?
I am sorry that I cannot be more exact, but this is the die I would plumb for, as there is no CP die recorded for Ceylon.

I think I may have 2 copies of 288, one could fill your Ceylon page 16. Let me check and confirm but usually my memory is good. Will confirm in coming days...am in the middle of a project

that is a key stamp, I hope you have 2 .
Check first for perf varieties.
