Your Scott 17 has a cancel of"Aylmer-Ottawa" in Ontario...

Should be Perf.12

Hard to tell if it is just Scott 17 (Red Lilac)
or
Scott 17a (Violet)

You have it in hand to determine the true colour because ALL monitors are different shading.

Date looks like Sept., 1863
