The only thing it has going for itself is that it is a genuine unused invert.

2018 Scott Specialized Catalogue #294a center inverted VF 80:
unused OG, hinged = $12,500
unused OG, NH = $22,500
used, hinged = $25,000

The stamp shown is unused, without gum, and in my opinion, will only grade F (maybe F/VF given the date of issue), for centering only. Assuming it had no faults - of which it has many - the 2018 catalogue value for it as unused with OG would be:
VG 50 = $ 5,250
Fine70 = $ 7,000
FVF 75 = $ 10,500

The certificate accompanying the stamp says it is unused, has no gum, is re-backed covering a central thin, and has been re-perforated on all 4 sides. That will severely lower the value. I would not pay more than 10% of what he's asking for it, assuming I'd want it at all, which I would not.

I've never seen a certificate where all 4 margins of a stamp were re-perforated, but perhaps the re-backing left him no other choice.

Yeah, asking price is ridiculous given the altered condition. The CV for Fine OG is $7000, so since this is not OG, and "fully" reperforated and rebacked, it would be valued at much less. I think there would be enough demand for this space filler to have some value, but I would place it closer to $1500 max (which includes auction house percentage if at auction, so maybe $1250 at auction).

Siegel sold two examples last year in much better condition for $3,250 and $3,000. One was regummed with small faults the other was small part og with small faults. You need to add the 18% buyers premium to those numbers so $3,540 and $3,835 but still much better copies at more than $2,000 lower price.
