reminds me of a Burlington, VT, precancel (type L-1) I also showed here once:

Agree, could be some type of precancel. But impossible to read the place name I fear.

Hard to tell, but appears to be similar to the Burlington, VT type precancel, with the Burlington on top and VT below.
