They look like the Papal States. You an always check on www. stampworld.com where you will in a world wide catalog with pictures.

Yes, if the stamps are the real thing it has historical value. To read the letter I would try steam to open it. But to tell you honestly I am no crook and not sure if that will work.

The 1 Scudo on cover with mixed franking is valuable and can be worth
thousands... (if the stamp is authentic+ cancel)).These stamps are worth much
more used...
