There is an inking problem with this stamp. With a letterset, or typographically printed stamp with fine detail, this is not unusual. It could be from an improperly cleaned plate, or it could be from an ink with an incorrect viscosity. The white blotches and uneven filling of details lead me in this direction instead of over inking.
