Red Shift In 1989 Texas State Duck Stamp?

Hi everyone!

Are color shifts normal on the State Duck stamps? While looking through my Grandaddy's collection I came across his 1989 State Duck Stamps. Looking closely at the Texas stamp I noticed a red line at the bottom of the image. Then I noticed red within the "8" and on the tips of the water. (images below)





Has anyone else ever seen this or know what this is?
