Can't seem to find these anywhere in Scott. Anyone know what these are?

The two on the left are cut squares from envelopes for official use only, but I don't see them in that section (Official Envelopes and Wrappers, UO & WO) in the Scott Specialized. They're presumably envelopes from specific government departments; the blue one is certainly from the Department of the Treasury (that's their seal).

I can't help you with the proprietary stamp; I don't see it in the appropriate section in Scott, either.

Technically, to be listed in Scott, the stamp impression is required to have a value, either numeric or one of the more modern alphabet ratings. There are, of course, a few exceptions (Scott #s UO14-UO17). Those exceptions have been kept in the Scott listings by tradition.
