Hi I have two stamps that I cannot identify, can someone help. The postage due has no wording except "cent"

First stamp, search this forum for "Selection Stamps"

2nd Stamp I thought Surinam, but no.
Netherlands or Portugal maybe? looks familiar.

How do yo know it is a postage due?
