There was a period of time when special delivery stamps were usable for Express Mail. Up to sometime in the late '90s, at least. I believe they were prohibited originally, but some people squawked (probably buyers of discount postage) and USPS allowed special deliveries to be used for Express Mail only for a time. I carried a photocopy of the PL&R page with the ruling in case I got a clerk who didn't know me. You could forget about dropping the envelope in the special Express Mail boxes; that would almost be a guaranteed return to you.

#14 envelopes can be mailed at same letter rates as smaller envelopes depending on weight.

The only problem about using older stamps is that it can delay delivery.I ordered some stamps from a dealer in the US to be posted to Canada. Postmarked Jan 28..arrived to a Canada Post outlet on Feb 8...and sat there to be hand sorted...finally arrived on Feb 26!....as much as I appreciate the use of older stamps..i can do without the added delay in delivery.

I screwed myself because I assumed they wouldn't fit in the slot the post office uses thus it was a larger envelope
