I have mint Scott # O59 with the overprint reading down from NE to SW instead of up from SW to NE. also have used Scott # O78 with a double overprint. Any information about either of these two items would be helpful. thanks

What country are you asking about?
An illustration would be very helpful.

Yes, since you are seeking information about overprints, they will need to be seen, scans are best. Without scans (or a photo) all any one could tell you is what is written in the catalogues.

I don't think there is any rule with these overprints;they can
be found at many different angles.
