Sorry, my description failed what I tried to explain.
the 5 is the number of the physical hammer.
It remains as an accountancy reference (for want of a better phrase)
to keep tally of Post Office cancelling hammers used in a particular office.
This numbering can be seen on a vast array of cancellers.
Registration, is usually identified by attaching a gummed indicia tab, to the cover, the number on that tab/label, is written in the accompanying Registration Folio, (with details) kept in the office as evidence.
The receiving office, writes the same number in their registration book,
and signs it when the article is collected as proof of delivery.
