The centering is pretty bad...but is it a forgery, in your opinion(s)?

From what I can see, it's a genuine overprint. If you're thinking this is mint, it is not. There are marks all over the stamp that would disqualify it from being that. Is there any gum on the back?

No gum...definitely not mint...but that is not a scratch on the left (as far as I can see).
