Looks like a revenue stamp. The on-line Forbin catalog should have it listed. It won't be in Scott.

Revenues aren't so bad. ;-) Sometimes I like the extra pages of non-postal stamps that accumulate at the end of each country -- many of them mysterious -- more than the regular issues which can feel so regular. I appreciate the link to the PDF of the old Forbin catalog.
