Why Does Scott List Rv1 And Rv6 As 1942 Issues?

why does Scott list RV1 and RV6 as 1942 issues when one stamp expires in 1942 and the other 1943? Then RV18 is listed as a 1943 series and expires in 1944?I am confused. By the logic used for these stamps I would assume RV1 would be a 1941 issue.

While RV6 expires June 30, 1943, it paid for the whole year July 1, 1942 until June 30, 1943, twelve months. So it was issued in July 1942. The Scott Specialized lists it under the year that it was issued.
