Isuspect the brown stamp is Turkish because I think the emblem at the top is a Toughra some kind of signature or Logo used in Ottoman times. The blue on White stamp is not from the USSR because it has masonic symbols in the design. I'm not even sure this interesting slip of paper is a postage stamp.
