I have a Belgium revenue stamp that I'm unable to identify the date / catalog number / value of.. Please have a look and let me know what you think.

It is a foreign currency exchange stamp.

The stamp was issued either in 1884 or 1891. By the scan, I am not sure if it is blue or ultramarine? If it is blue, it was issued in 1884 and the ultramarine version was 1891.
