Actually, I believe this is probably the coil version of the Flag over Supreme Court, making it Scott 1895. There are two types of tagging & hence two different catalogue numbers involved. 1895 has wide block tagging ... 1895j is the imperf pair with wide block tagging. 1895a has narrow block tagging ... 1895d is the imperf pair with narrow block tagging. Judging from catalogue values, the 1895d is the more common of the two imperf pairs. CV for 1895d is $8, for 1895j $20. The imperf pair from a pane of 100 (1894a) is usually collected as a vertical pair.
For the imperf Hardings, look at the gum side. Flat plate stamps don't have gum breakers. Rotary stamps do ... except when they don't. There are rotary Hardings without gum breakers, but they are relatively scarce. But the presence of gum breakers would id these as rotary. If no gum breakers are present, you probably have a flat plate block ... but you should then compare the block with a known flat plate or rotary Harding. The rotary stamp will be slightly taller than a flat plate stamp.
