Yes, it is.

Ty II, probably plate 2.
Minute chance of plate 3 until eliminated of course.

The scan isn't that good, but its a B-A-B relief combination and there is another A relief beneath it.

With the scan being grainy, I can't be sure, but if the B reliefs don't have guide dots, then that would make this be one of:
30-40-50L2 or R2 (or) 50-60-70L2 or R2.

It is a nice strip to see these days given that many imperforate stamps are being separated into individual stamps by the stamp grading craze.

It looks like txstamp was correct.
The strip looks like it is 50-60-70R2.
