That Philly cover seems very interesting. Does the lower right hand stamp read, "could not be found"? |

Believe it says "Cannot Be Found".
"Not at Tomlinsons" may refer to a boarding house or some type of lodging. Milton street (today) is an older residential neighborhood.

Perhaps it's descriptive of the city, as in WC Fields's "Went to Philadelphia. It was closed". |

Yes, I am sure it must mean 'dead letter office' meaning they have no way to send it to the recipient or return it to the sender. |
