Unknown Stamp With No Writting

Hello I don't know much about stamp collecting and was recently sorting trough my mothers collection when I stumbled upon something that resembles a stamp(I don't know if it is) but with no writting, it is brown with what looks like a scythe and a kiln.
It would be great if someone could identify it or tell me what it is if not a stamp.
