It looks like one of the 3c offset printing issues (probably Scott 530) that is faded. It has very limited value.

Since the paper is not overly white, it doesn't look to be chemically bleached or faded. As the others have said, it looks to be badly faded by sunlight or strong/prolonged exposure to ultraviolet light.
