Can anyone tell me about it?
What is it's value?
Is it worth more since it is printed offset or not centered?

U.S. Scott 300, minimal value stamp (less than a cent) - very common. Usually see them on postcards of the day. It's worth even less off centered.

As Battlestamps noted, poor centering generally reduces the value of a stamp. Centering needs to be really, really bad, with perforations running through the middle of the stamp (for example), to qualify as the sort of error that could make the stamp more valuable.
